In fall of 2005, WLIA received a grant from the USGS/Federal Geographic Data Committee. This National Spatial Data Infrastructure, Cooperative Agreement Program grant, in Category 3: Geographic Information Coordination, was entitled Developing a Strategic Planning for GIS in Wisconsin.
Grant Partners included:
- State of Wisconsin, Department of Administration (DOA)
- Wisconsin State Cartographer's Office (SCO)
- United States Geological Survey (USGS)
- United States Department of Agriculture, Natural Resource Conservation Service (NRCS)
- State of Wisconsin, Department of Military Affairs (DMA)
- Wisconsin Register of Deeds Association (WRDA)
- Wisconsin Society of Land Surveyors (WSLS)
- Wisconsin Land Information Officers Network (LION)
- and the Wisconsin Chapter of the American Planning Association (WAPA)
The first meeting of this planning activity occurred on April 12, 2006. Approximately 100 people convened in Stevens Point for a day-long session, which was facilitated by Steve West of Learning Werks. Steve engaged an enthusiastic group of stakeholders from a wide cross section of interests. Participants included federal, state, county, municipal, township, tribal, university, emergency management, planning, engineering, mapping, GIS, realtor, and academic representatives..
The group spent the day compiling data on GIS changes and trends, current strengths and challenges, a profile of future success, and critical success factors. The day culminated with the group identifying the attributes and characteristics for a core planning team that will continue the process. Nominations of individuals to participate in the planning team were also solicited. A team made up of Fred Halfen (WLIA President), Jason Grueneberg (WLIA President-elect), Tony Bellovary (WLIA Board Member), and Mike Koutnik (ESRI, Minneapolis) used the attributes and characteristics collected, as well as specific nominations, to form a core planning team that will continue the process.
The first meeting of the core planning team is scheduled for May 23 at the Kalahari Resort in Wisconsin Dells. The all-day meeting will again be facilitated by Steve West. It is anticipated that the core planning team will meet two to three times to complete the strategic plan.
The results of these meetings will be posted and updated frequently on this website.
WLIA Strategic Planning
2006-2010 Strategic Plan for WLIA
The WLIA Strategic Plan is a planning tool developed to help ensure the organization is meeting the needs of its membership. It also provides the organization the ability to align its organization and budget structure within the organizational priorities, missions, and objectives. The Strategic Plan is intend to have a five-year outlook; however, the plan will be updated on an annual basis.
Other related strategic planning in Wisconsin
A related activity to the strategic planning process will begin in the fall of 2006 and involve the creation of a statewide GIS advisory council. This phase will be funded by a 2006 National Spatial Data Infrastructure (NSDI) Cooperative Agreement Program (CAP) grant awarded to the Department of Administration. 2006 Wisconsin NSDI CAP Proposal -- PDF
