Information Policy Handbook

February 2003 - Updated December 2003

In 1999, WLIA formed the Information Policies Task Force to provide research, analysis and education related to land information access and distribution in the Wisconsin Land Information Program. Specifically, the membership requested that the results of task force investigations or educational sessions be compiled into an online guidebook to support members as their individual agencies and firms addressed these complex issues.

The task force has sponsored numerous educational sessions on topics related to privacy, open records, data distribution, data access and cost recovery since 1999. Materials from these sessions now form the beginning of our guidebook.

At this time, handbook sections on data distribution and privacy policy issues have been completed. There is still more work to be done by a future task force in the area of intergovernmental policies and agreements to support land information sharing and development. Emergency response and homeland security are increasingly looking to land information and land information technologies to support their work. These communities will require quick access to the most accurate and current information we can provide. How we are able to share data, provide secured access, and mobilize and respond to off site emergencies will be critical in supporting first responders.

The guidebook is intended to be a living document, evolving to address additional policy issues and growing with member contributions. Please assist us now by sharing sample policy documents or Internet links to policies.
