Assessors in the state of Wisconsin have always been faced with the requirement to develop an opinion of value from the best information available. Recent law changes and increasing pressures to do more with less requires assessors to utilize technologies to create efficiencies. Wisconsin is not unique in this regard and the International Association of Assessing Officers (IAAO) has recognized this by creating a standard for an “Alternative to Periodic On-Site Inspections.” There are specific requirements before a municipality can utilize this cost saving alternative. Jurisdictions are required to have: 1) current high-resolution street level imagery, 2) orthophoto imagery, 3) low-level oblique imagery.
In this session, the City of Milwaukee will demonstrate how they and other assessors in Wisconsin utilize oblique technologies to analyze and measure property and update property record cards to determine changes in valuation. Participants will leave with a working knowledge of how oblique aerial imagery tools assist them in the assessment process by reducing their property inspection time. Lastly, a discussion on expanding availability of oblique imagery combined with the use of the statewide parcel layer will be offered.
