Citizen complaints and overburdened staff are nothing new. Not everything is an emergency or a violation, and not everything is able to be dealt with in a single work day. While non-emergency calls to dispatch or a 311 is one method of take and route these complaints, they may not be the easiest or cheapest method to get your citizens connected to the right staff to take care of their issue.
