Judicial Privacy Task Force Final Report

The WLIA Judicial Privacy Task Force has now concluded and has published its final report. This task force was created to look deeply into the potential issues related to implementing Wisconsin's recently enacted Judicial Privacy Law. This law, passed by the Wisconsin State Legislature and signed into law by the Governor as 2023 Wisconsin Act 235, went into effect on April 1, 2025. There were two primary research and collaboration areas: 1. technical implementation and best practices, and 2. educational documentation to inform legislation.

The final report can be found under the Judicial Privacy Task Force on the WLIA Task Forces web page. This report is the culmination of several hours of work by WLIA members throughout the past year, as well as collaboration with the WLIA Legislative Committee, the Wisconsin Counties Association (WCA), and the Wisconsin Property Records Industry Association (PRIA). The final report is an in-depth analysis of the background, all the efforts, and future considerations related to potential changes to privacy laws as they impact land records and GIS in the State of Wisconsin. It also puts all the primary reference information about judicial privacy into one document. Please use the final report as a resource when you have questions about the Judicial Privacy Law.

The WLIA Technical Committee would like to recognize the efforts of Adam Dorn & Fred Iausly, as well as the entire Judicial Privacy Task Force, for their efforts. This process was an example of excellent collaboration between WLIA and other outside organizations, and one of many reasons why those relationships are so important.
